Vacancy for a Programme Officer in Education thematic area - National Post based in Belgrade

Save the Children in North Western Balkans (Save the Children in NWB) seeks a Programme Officer in Education thematic area based in Belgrade. The post holder will be expected to support implementation of Save the Children’s Education thematic portfolio related to creation of the necessary preconditions, supporting systems and enabling environment to improve access, inclusiveness and quality of education for the most deprived groups of children, especially Roma girls and boys in targeted locations in Serbia.

 

Key areas of work: As a member of the Education Programme Department, the Programme Officer in  Education thematic area in his/her capacity is responsible for project planning and budgeting with a number of partner organisations/institutions, day-to-day implementation of activities and support the partners to implement their plans and budgets to achieve the results, observe timely implementation of activities and conduct regular field visits, preparation of interim and final reports support partners in recording and reporting accurately and timely, prepare high quality reports as per SC and donor requirements and facilitate organisation of various capacity building programmes for partners in the project.

Duration of the post: 12 months including obligatory probation period

CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people including child safeguarding.

The successful candidate should have the following qualifications and experience:

  • At minimum university degree in relevant field, MA degree will be considered an advantage;
  • A minimum of 3 years of relevant experience  in an INGO environment on programme related to inclusive education and support to access to education for deprived groups of children;
  • Excellent understanding of current education processes and reforms in Serbia and the region particularly related to inclusion and access and quality of education for the most deprived groups as well as understanding of education systems and key competencies of different stakeholders within the system;
  • Understanding of programme development and implementation, including budgeting, monitoring, review and reporting;
  • Ability to research, review and synthesize information from a range of sources and produce plans and reports;
  • Facilitating and problem solving skills;
  • Ability to establish effective working relations within the Country Office team and external actors;
  • Ability to work under pressure, to manage and prioritise competing demands and to meet strict deadlines with quality outputs;
  • Excellent interpersonal, communication and presentation skills;
  • Fluency in written and spoken English; 
  • Ability and willingness to change work practices and hours during the emergency response;
  • Valid Driver’s license, driving experience 3-5 years as min and willingness to be to undertake intensive driving within North-West Balkans Region will be considered as advantage;
  • Strong computer skills;
  • Commitment to the aims and principles of Save the Children, the organisational mandate and child focus including child safeguarding
