Vacancy for a Education Manager, Save the Children’s Refugees and Migrants Crisis in Serbia - National Post

Save the Children in Serbia seeks a Education Manager.


The post holder is expected to lead education interventions at a field level, as part of the Serbia Refugee and Migrants Response. S/he will lead on programme design and implementation, budget holding, coordination, and support recruitment and procurement and link with other sectors as appropriate. The Education Manager will be responsible for the overall quality and effective implementation of the programme.

  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (eg: monitoring against log frames, budgets, individual performance management work plans). This will specifically include establishing the first standalone delivery of non-formal education in programme implementation sites, while working closely with partners 
  • Act as the responsible budget holder for all active Education grants/awards.
  • Lead on technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Develop sector response plans and master budgets and contribute to Save the Children’s overall response strategy ensuring that it is compatible with both the overall Education Sector Strategy and closely coordinated with the regional response team
  • Support fundraising, including the development of high quality concept notes and proposals, and engagement with global technical advisors.
  • Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Work closely with the MEAL Manager to put in place a sector M & E plan, ensuring links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education in Emergencies.
  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff and those with little or no education experience
  • Design and deliver regular trainings for teachers, Education Officers and other staff members at field level
  • Represent Save the Children and the Education Programme in relevant field-level meetings
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.


Please note that this position requires presents in the field and the applicant must therefore be available for travel.


Duration of the post: three months with possibility of an extension.



Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people


The successful candidate should have the following knowledge, skills, and abilities through a combination of formal schooling, self-education, prior experience, or on-the-job training.

  • Minimum of 5 years’ experience working in the field of Education in Emergencies, or significant experience managing large-scale educational programmes for non-profit or development organisations
  • Previous experience of project management
  • Budget development and financial management skills
  • Experience of delivering training, and mentoring staff
  • Experience of representation, including on coordination mechanisms (e.g. Education Cluster or working group)
  • Education to BA/MSc/MA/MEng level in a relevant subject or equivalent field experience
  • Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programmes in emergencies for international NGOs.
  • Experience of and commitment to working through systems of community participation and accountability
  • Experience of preparing successful funding proposals for donors
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children’s mandate and child focus and an ability to ensure this continues to underpin our support
